A Right’s Story: The Historical Roots of the Right to Work as a Human Rights

Abstract
The right to work has been recognized in many international instruments. According to this right, everybody deserves to enjoy decent and appropriate job opportunities.On the other hand this right includes states’ obligations to provide enough opportunities. This article seeks to explain historical roots of the right to work. The study shows that industrial revolution, workers’ movements, recession in some periods of time and deep changes after the Second World War were the most important factors in emerging the right, which later was accepted as a welfare right in the context of human rights. اشتغال به مثابۀ حقی بشری در بسیاری از اسناد بینالمللی به رسمیت شناخته شده است. به موجب این حق، هر انسان حق دارد، از فرصت‌های شغلی مطلوب و شایسته بهره‌مند باشد. این حق در سوی دیگر متضمن تکلیف دولت به فراهم آوردن فرصت‌های شغلی به میزان کافی است. مقالۀ حاضر می‌کوشد، ریشه‌های تاریخی این حق را واکاود. به عبارت دیگر در این نوشتار در پی آنیم که بدانیم از چه زمانی و به چه دلیل، کار، حق انسان دانسته شد؟ دستاورد این پژوهش نشان می‌دهد، انقلاب صنعتی، پیگیری مطالبات اقشار فرودست اجتماع، رکود اقتصادی در برخی دوران‌ها و تحولات پس از جنگ جهانی دوم به پیدایش این حق یاری رسانده‌اند. حقی که در نهایت با شکل‌گیری نظام بینالمللی حقوق بشر، به‌عنوان یکی از حقوق رفاهی به اسناد راه یافت. اشتغال به مثابۀ حقی بشری در بسیاری از اسناد بینالمللی به رسمیت شناخته شده است. به موجب این حق، هر انسان حق دارد، از فرصت‌های شغلی مطلوب و شایسته بهره‌مند باشد. این حق در سوی دیگر متضمن تکلیف دولت به فراهم آوردن فرصت‌های شغلی به میزان کافی است. مقالۀ حاضر می‌کوشد، ریشه‌های تاریخی این حق را واکاود. به عبارت دیگر در این نوشتار در پی آنیم که بدانیم از چه زمانی و به چه دلیل، کار، حق انسان دانسته شد؟ دستاورد این پژوهش نشان می‌دهد، انقلاب صنعتی، پیگیری مطالبات اقشار فرودست اجتماع، رکود اقتصادی در برخی دوران‌ها و تحولات پس از جنگ جهانی دوم به پیدایش این حق یاری رسانده‌اند. حقی که در نهایت با شکل‌گیری نظام بینالمللی حقوق بشر، به‌عنوان یکی از حقوق رفاهی به اسناد راه یافت.
