ABOUT GUARANTEES OF FUNCTIONS EXECUTION BY LOCAL EXECUTIVE AUTHORITIES IN ORDER TO APPROPRIATE ORGANIZATION OF TERRITORIAL AND SECTORIAL REGION MANAGEMENT

Abstract
The article is devoted to formation of system of guarantees for the local Executive bodies’ functions to improve the region territorial and sectorial management organization. The local state administrations activity guarantees, which are derived from the relevant law norms are formulated. There carried out critical analysis of the current legislation, the rules of which govern local state administrations and other local authorities legal status. Current legislation shortcomings are proven and there indicated the need for priority determination of the decentralization strategy and the regulatory consolidation of the corresponding model, which is the source for determination of local Executive authorities functions and competence.
