Adaptation of CARVPER+Shock Method in the Preliminary Flood Risk Assessment

Abstract

The aim of the paper is to present the method of flood risk assessment in the context of UE Floods Directive requirements. The method is called CARVPER+Shock and is based on eight attributes: criticality, accessibility, recuperability, vulnerability, preparedness, effect, recognisability and shock. Criticality means the measure of public health, human life, people property and economic impacts of a flood. The second attribute – accessibility means ability to physically access of the flood. Next attribute – recuperability is the possibility of the area to recover from the flood. Fourth attribute – vulnerability means an easy of the flood spread in the area. Preparedness, the fifth one, is the level of public provision with the necessary information and security equipment. Sixth attribute – effect means amount of direct loss from the flood as measured by loss of public and individuals property. Next one – recognisability means ease of identifying the threat of the flood by authorities and by citizens. The last one – shock is the combined health, economic, and psychological, cultural impact of the flood. The assessment of the attributes allows to calculate the flood risk index. By conducting the assessment and by identifying the flood risk index you can focus the resources on protecting the most critical areas.
