ADMINISTRATIVE AGREEMENTS IN THE SYSTEM OF ADMINISTRATIVE LAW SOURCES OF UKRAINE

Abstract
The article deals with the place and importance of administrative contracts in the system of administrative law sources of Ukraine. The main views on the nature of administrative agreements, their types and understanding in the writings of researchers of administrative law are analyzed, normative prescriptions concerning administrative agreements in Ukraine are considered. It is concluded that the current state of the law does not allow do define administrative agreements as separate sources of law, since they are not binding and do not contain norms of administrative law, even though they relate to the public interest expressed by the bodies of public administration. It is proposed to consider administrative contracts as sources of convincing nature which may be taken into consideration by courts, but they cannot be used as a normative basis for their decision-making. The necessity of normative regulation of administrative agreements is emphasized in the article order to avoid contradictory approaches to their understanding.
