Administrative and legal forms of interaction between military administration subjects of Ukraine and NATO

Abstract
The article outlines and defines three main forms of administrative and legal interaction of Ukraine’s military administration subjects with NATO which were formed during the practical realization of the provisions of the Charter on a Distinctive Partnership between the North Atlantic Treaty Organization and Ukraine of 09.08.1997. In particular, they are: Ukraine's consultations with NATO, institutional cooperation, military cooperation. Particular attention is paid to ensuring the transition of the Armed Forces of Ukraine to the NATO standards («STANAG» - Standardization Agreement). Actually, «STANAG» is an international agreement, whose provisions regulate general rules, determine a common procedure, elicit unified terminology and encourage the unification of technical processes, as well as armaments and military equipment, other components of the armed forces of NATO and the states, which NATO is developing partnership relations with. The implementation of «STANAG» into the practice of the Armed Forces of Ukraine functioning requires a complex review of the entire infrastructure of the national military-industrial complex and the functioning of the system of the Armed Forces of Ukraine. It has been emphasized, that the legal support of the mentioned forms of administrative and legal interaction is a complicated process. This is explained by the fact that their implementation at the national level is ensured by a significant number of by-laws, which regulate the approval of the circle of military administration subjects, which enter into the administrative interaction with the NATO structures, determining their administrative powers, outlining the model of the administrative support of such interaction. It is concluded, that today Ukraine and NATO have accumulated considerable experience of administrative cooperation between the subjects of military administration. Due to this, the national military administration system not only receives an additional impetus for the reform, but also really increases its own potential and level of combat readiness to perform tasks and functions imposed by law. The practice of the interaction between the Armed Forces and NATO in recent years proves the need to deepen the existing forms of administrative and legal interaction. Accordingly, the promising direction of scientific development of these aspects is the elaboration of proposals concerning the optimal modality of the administrative and legal support of such interaction.
