ADMINISTRATIVE AND LEGAL REGULATION OF HOUSING AND COMMUNAL SERVICES: SHORT STORIES OF LEGISLATION AND ASPECTS OF IMPROVEMENT

Abstract
The article is devoted to housing and communal services as an object of administrative and legal regulation. Recently, the housing and utilities industry has been at the center of public attention due to the changes taking place here. Housing and communal services is one of the most important social sectors, in the structure of which there is a wide network of enterprises and organizations of various forms of ownership, which carry out on a certain territory the economic activity on the manufacture of products and the provision of services aimed at meeting the public needs in residential and communal services and takes the leading place in the mechanism of realization of the right to housing [1]. In the first place, such attention is directed to its legal regulation. It is through the mediation of legal regulation of social relations that the state can influence the emergence, development, functioning and termination of the latter, while using the right as an instrument. Given the study of housing and communal services from the point of view of administrative regulation, it is necessary to take into account the latest trends in the development of science of administrative law. It is meant that in the modern administrative-legal doctrine the main attention should be paid to the so-called “public-service” relations, through which numerous and diverse relationships are established between the subjects of public administration and private individuals in which public authority is called, so to speak, serve citizens in the exercise of their rights and freedoms [2]. One of the peculiarities of the legal regulation of the housing and communal services sector (hereinafter – housing and communal services) is a large number of legal acts that implement it. Therefore, in the analysis of administrative-legal regulation, we pay attention to the basic documents that determine the basis for such regulation of the industry.
