AHP, TOPSIS AND HUNGARIAN ALGORITHM BASED DECISION SUPPORT MODEL FOR STAFF APPOINTMENT

Abstract

Staff appointment is a very important issue in terms of increasing the motivation and productivity of the staff in an organization. Institutions should be as objective as possible when carrying out this process and inform their staff about the process details and results to remove potential suspicions. To ensure justice and staff motivation, scientific methods should be used in the assignment phase that constitutes the most important stage of whole appointment process. In this study, a decision support model which can be used for objectively making staff appointment decisions of an international company operating in our country is developed. Fundamental scientific methods on which the proposed algorithm is based are AHP, TOPSIS and Hungarian Algorithm. While the AHP and TOPSIS are well-known multi-criteria decision making methods, the Hungarian Algorithm is used to find optimal solutions of assignment problems. The proposed methodology consists of three steps. In the first step, decision criteria are determined and their weights are calculated via AHP. In the second step, assignment scores are computed by using TOPSIS. In the final step assignments are made by applying the Hungarian Method so that the sum of assignment scores is the largest. Also, by using a small size staff assignment problem, it is shown how the method can be applied.
