An institutional perspective of management in the process of its efficiency evaluation

Abstract

Analysis of managerial problems from the perspective of a definition of the management process and its structure is a complex task. The particularly important problems are contradictions about the definition of management between a functionalistic approach and a interpretativistic one. According to meta-theories of management, a quantitative approach should be related to the functionalistic paradigm, and the qualitative one to the interpretativistic. Basing on this argument, in this study the functionalistic paradigm has been chosen. It has been considered that social institutions are a dual structure consisting of distribution and regulatory processes. Using the idea of social control processes proposed by Parsons (AGIL scheme) a classification of managerial functions has been made. The distribution groups were divided into: planning, organizing, formation of workers and controlling. However, the appropriate regulatory functions are: creation, decision making, coordinating and directing. On the basis of these functions the efficiency assessment method has been elaborated. It is based on an evaluation of particular component functions within each group and then the appointment of the efficiency of the distribution and regulation group. Finally the overall performance management is determined. Also an example has been presented of the assessment process of managing the reform of the hard coal mining industry. In this process the highest mark was attributed to the planning function and the lowest to the coordinating one.
