Аналіз теоретичних підходів до визначення сутності складових дефініцій публічного управління та адміністрування / Analysis of Theoretical Approaches to Determining the Nature Components of Definitions of Public Administration and Management

Abstract
UK Досліджено сутність та зміст дефініцій «управління», «державне управління», «публічне управління», «публічне адміністрування», проаналізовано їх витоки, чинники, що вплинули на появу та особливості трансформацій. Визначені основні спільні риси та розбіжності між категоріями, що досліджуються. Так, доводиться, що термін «державне управління», який наразі використовується в Україні, не є точним відповідником терміну «публічне управління». Обґрунтовано застосування термінів у широкому та вузькому значеннях. Узагальнено та систематизовано теоретичні підходи щодо філософсько-функціонального розуміння процесу публічного управління та адміністрування під впливом еволюційних зрушень у соціально-економічних відносинах та трансформації системи державного управління. Запропоновано візуалізацію взаємозв'язку та взаємопроникнення досліджуваних категорій у загальному процесі управління. EN The article describes the nature and the content of definitions of «management», «governance», «public administration», «public management». The basic similarities and differences between categories are determined. It is proved that the term «governance», currently used in Ukraine is not an analogue of the term «public administration». Theoretical approaches of philosophical and functional understanding of the process of public management and administration influenced by evolutionary changes in the socio-economic relations and the transformation of public administration are generalized and systematized. Visualization of the relationship and interpenetration of categories which were studied in the overall management process is proposed.
