ANALYSIS OF KEY FACTORS INFLUENCING THE PRICES AND TARIFFS FOR SOCIALLY-ORIENTED SERVICES IN UKRAINE (BASED ON SCENARIO ANALYSIS)

Abstract
On the basis of cognitive modeling scenario analysis of factors of influence on the price and tariffs on socially-oriented services – utilities – was conducted. The following scenarios were presented: public policy for implementing new forms of cooperation on the supply of services (creating condominiums, manager); monopolization of the market; state and technical maintenance of utilities services providers; competition policy; tax policy; government policies on pricing; disposable income of the population; consumption of the services; availability of benefits for the population; unemployment; the use of resources and energy conservation; utilities infrastructure state. The main component was represented as prices and tariffs for utilities. The most optimal scenarios of factors of influence the price and tariffs on utilities were defined.
