ANNOTATION INTERNATIONAL EXPERIENCE OF GOVERNMENT FINANCE MANAGING: ANALYSIS AND PROSPECTS FOR UKRAINE

Abstract

In Ukraine the implementation of the contemporary toolset and principles due to the public finance management intends to revise of the foreign groundwork in this field. The purpose is to investigate international experience of the public finance management and to determine the most important ways of its adaptation to the social and economic conditions of our country. The methods of the scientific abstraction, analysis and synthesis, induction and deduction, comparison and historicity were used in the research. The predominant principles due to the institutionalization of the public finance management in the EU have evaluated and the comparative analysis of the public finance management in the EU and Ukraine has made. The author has specified that the adaptation of the international experience to the national system of the public finance management will be useful after such directions: transiting to the consolidated management after all constituents of the public finance system on the base of forming the general strategy of its management which will be property coordinated due to the strategic reference points of the national economy development; eliminating of the populism and providing the strong regulation of the objective indicators of the development into the public finance system taking into account to form clearly defined principles of distribution and redistribution of the financial resources between public and private sectors, the real state of affairs in the national economy; observing to the set of rules of the budgeting and providing the effective system of the public finance monitoring which is oriented to the identification of the personal responsibility for the financial delinquency; activating of the ABM implementation for the Ukrainian public finance on the base toolsets applied in the EU; instituting the legible rules and principles of the strategy formation with the marking of the most important structural cells of the public finance management for deblurring of the statement “the contemporary and effective the public finance management system”
