ATTRIBUTION OF INTERNATIONAL RESPONSIBILITY TO A STATE FOR CONDUCT OF PERSONS EXERCISING ELEMENTS OF GOVERNMENTAL AUTHORITY

Abstract

In the article the author considers both general conditions for the attribution of conduct to a state under international law, as well as certain aspects of attribution of illegal actions of its officials in the context of international legal responsibility. The author determines the possibility of state responsibility in excess of powers by its agents.
