বাংলাদেশ সরকারের গৃহীত দুর্যোগ ব্যবস্থাপনা : ইসলামের আলোকে একটি বিশ্লেষণ|Disaster Management of Bangladesh Government An Analysis in the Light of Islam

Abstract
Disaster negatively impacts the development, economy, human behaviour etc. of a country. Though it is not possible to prevent disaster alleviation of its casualty is feasible. Apart from enacting laws Bangladesh government has already devised different measures for disaster management. This research paper aims to critically analyze those measures from Islamic perspective. Moreover, this research differentiates between Islamic and conventional paradigm regarding the causes of disaster. Above all, the author ventures to portray the disaster managment system from Islamic perspective. He endeavours to exhibit that steps taken by Bangladesh government in the sector of disaster management are not incongruous with the dictates of Islam. Thus, positive changes will be evident if the mass people of this county especially Muslims can be brought under the umbrella of awareness program in the light of Islamic values. সারসংক্ষেপ: একটি দেশের উন্নয়ন, অর্থনীতি, মানুষের জীবনাচার ইত্যাদি নানাবিধ বিষয়ের উপর দুর্যোগ প্রভাব বিস্তার করে। দুর্যোগ প্রতিরোধ করা সম্ভব না হলেও যথাযথ ব্যবস্থা গ্রহণের মাধ্যমে দুর্যোগের ক্ষয়ক্ষতি কমানো সম্ভব। বাংলাদেশ সরকার দুর্যোগ ব্যবস্থাপনা আইনসহ বিভিন্ন কাঠামোগত ও অবকাঠামোগত ব্যবস্থা গ্রহণ করেছে। বাংলাদেশ সরকারের গৃহীত সেসব পদক্ষেপের ইসলামী বিশ্লেষণ করার উদ্দেশ্যে এ প্রবন্ধটি রচিত হয়েছে। এছাড়া দুর্যোগের কারণ সম্পর্কে প্রচলিত ও ইসলামী ধারণার একটি পার্থক্য তুলে ধরা হয়েছে। সর্বোপরি, দুর্যোগ ব্যবস্থাপনার ধারণাটি ইসলামী দৃষ্টিকোণে আলোচনার মাধ্যমে দুর্যোগ ব্যবস্থাপনা চক্র মূল্যায়ন করা হয়েছে। এ প্রবন্ধে দুর্যোগ ব্যবস্থাপনার উপাদান ও কার্যক্রমে বাংলাদেশ সরকারের পদক্ষেপসমূহ ইসলামী নির্দেশনার আলোকে ব্যাখ্যা করার জন্য অবরোহ (উবফঁপঃরাব গবঃযড়ফ) পদ্ধতির অনুসরণ করা হয়েছে। তবে ক্ষেত্রবিশেষে বর্ণনামূলক পদ্ধতিরও প্রয়োগ করা হয়েছে। প্রবন্ধ থেকে প্রমাণিত হয়েছে যে, দুর্যোগ ব্যবস্থাপনায় গৃহীত বাংলাদেশ সরকারের পদক্ষেপসমূহের সঙ্গে ইসলামী নির্দেশনার কোন বৈপরীত্য নেই। ফলে মুসলিম সংখ্যাগরিষ্ঠ এ বৃহৎ জনসমষ্টিকে ইসলামী মূল্যবোধের আলোকে দুর্যোগ ব্যবস্থাপনা সম্পর্কে সচেতন করা সম্ভব হলে এক্ষেত্রে ইতিবাচক পরিবর্তন সাধিত হবে।
