Безпека поводження з пестицидами та агрохімікатами на Хмельниччині / Security of Handling Pesticides and Agrichemicals in Khmelnytskyi Region

Abstract
UK Досліджується проблема безпеки поводження із пестицидами та агрохімікатами на Хмельниччині. Підкреслюється, що проблема має загальнодержавний масштаб. Аналізується історія цієї проблеми в Україні та області. Обмірковується зменшення застосування хімічних засобів підвищення врожайності та заміна їх біологічними засобами захисту. Звертається особлива увага на необхідність вирішення проблеми із непридатними пестицидами. Недоопрацювання ще за часів СРСР механізмів передачі заборонених пестицидів від агарних господарств на склади ВО «Сільгоспхімія» і далі на переробку призвело до залишення їх на місцях майже без нагляду. На Хмельниччині активні зусилля по екобезпеці пестицидів почались, по суті, із 2007 року. Але й досі у восьми районах області є склади з непридатними пестицидами. Наголошується на тому, що витрачені на Хмельниччині десятки мільйонів гривень на їх знешкодження не дали очікуваних результатів. Обговорюються причини такої ситуації та заходи щодо вирішення проблеми. Висловлюється думка про необхідність зміни стратегії поводження із непридатними пестицидами. EN The paper is devoted to the problem of safety of handling pesticides and agrochemicals in Khmelnytskyi region, Ukraine. It is emphasized that the problem is nationwide in scale. The history of this problem in Ukraine and in the region is reviewed. Options to reduce the use of chemicals meant to increase yields and their replacement with biological means of protection are considered. Special attention is paid to the need to address the problem of obsolete pesticides. Since the USSR era, the mechanisms of transferring banned pesticides from farms to storage facilities of Silhosphimiya and further processing have not been properly developed, and this has led to them being left with little supervision. In Khmelnytskyi region, active efforts aiming to ensure environment safety of pesticides have actually begun to be taken in 2007. But stocks of obsolete pesticides are still present in eight districts of the region. It is noted that dozens millions of hryvnia spent in Khmelnytskyi for disposal of obsolete pesticides did not give the expected results. The reasons for this situation and measures to address the problem are discussed in the paper. It is suggested that the strategies to handle obsolete pesticides need to be changed.
