Abstract
The article analyzes the contents of the budget process and highlighted the principles that underpin it. Reviewed the system of budgeting principles in their close relationship and interaction with a view to identifying znachimyh features latest and legislative consolidation. Considered the positive experience of foreign countries in the definition and application of the principles of the budget process.
