BUDGETARY SYSTEM APPLICATION TOOLS OF ECONOMIC DEVELOPMENT ENHANCING IN UKRAINE

Abstract
Introduction. At the present stage of social and economic development of Ukraine there have been significant volatility parameters that prevent further enhance economic development and are systemic in nature, caused by a complex of both subjective and objective factors and conditions, including shortcomings and imperfections of the domestic budget system. The use of effective tools of the budget system (including budget financing and investing in important projects and business development areas) should be considered as a promising direction enhance of economic development in Ukraine. Methods. The study used general scientific and special methods groupings, logical analysis, strategic management (to justify shortcomings determination tools and means of applying the tools of the budget system to enhance economic development in Ukraine). Results. Argued that the use of budgetary tools capable of providing a significant intensification of economic development in the country primarily through budget support small business development, improving the parameters of social and economic development of rural and remote areas, forming conditions for the implementation of important investments of socially significant projects. However, the low efficiency of the budget system in Ukraine significantly increases the disparity contradiction, social and economic system of the state, the state undermines its stability from the middle and increases security risks of the economy. Discussion. In further studies should explore the relationships and characteristics of the tax system and collection of taxes and duties to the budgets of all levels in the context of their impact on the business activity of the population and justify priorities, mechanisms and means a better budgeting, particularly from domestic sources.
