CHILDREN’S OMBUDSMAN AS INSTITUTION OF CHILDREN’S RIGHTS PROTECTION: FOREIGN EXPERIENCE AND IMPLEMENTATION OUTLOOKS IN UKRAINE

Abstract
The article sets out special aspects of genesis and current status of statutory regulation of children’s ombudsman institute functioning in a number of developed countries of the modern world. Special aspects of foreign organizational-functional models of children’s ombudsman activities are laid out on the basis of analysis of legislative provisions and analytical materials about the work of children’s ombudsmen in such countries as Norway, Sweden, Denmark, New Zealand, Austria, Iceland, Luxemburg, Israel, Australia, Canada. The essence of the main forms and methods of realization of children’s ombudsmen administrative competence in foreign countries is revealed. The article justifies the proposals about amendments to the national legislation of Ukraine, concerning restructuring of existing institute of Commissioner of the President of Ukraine for children’s rights into the institute of State children’s ombudsman with ample opportunities of process administration of children’s rights and freedoms enforcement at the regional level.
