CLASSIFICATION OF STATE MECHANISMS OF STIMULATING RATIONAL BEHAVIOR OF MARKET PARTICIPANTS IN HOUSING AND COMMUNAL SERVICES

Abstract
The article deals with theoretical and methodological research of the classification of state mechanisms for stimulating rational behavior of housing and communal services market participants taking into account the specifics of this market. On the basis of the analysis of theoretical approaches to the definition of the concepts of «mechanism», «management mechanism», «mechanism of state administration» and the concept of rationality the actual vision of «mechanisms of public administration» concept is formulated in the study context of state influence on the behavior rationalization of housing and communal services market participants. The most logical theoretical approaches are suggested, which it is advisable to form the basis of the concept «stimulation» and formulated its definition in the context of the subject. Taking into account the complexity of the state incentive mechanisms system, it is proposed to classify them according to the types taking into account the peculiarities of the behavior of housing and communal services market participants. The article briefly describes the essence and role of each proposed mechanisms.
