Concept of formation of directions of the state infrastructure policy

Abstract
The article is based on scientific argumentation about the allocation of a separate type of legal relationship – infrastructure. The argumentation is made on the necessity of developing a new type of state policy – state infrastructure policy. Arguments about the need for a more proactive approach in public administration based on modern trends in the development of social systems, in particular wars of a new generation, are presented. The necessity of infrastructure legislation is demonstrated. The necessity of using structural-factor modeling for further operationalization and formation of a reference organizational-functional model of the structure of the system of subjects of infrastructure policy with further determination of the legal status of each of them is substantiated.
