Personal provider of decentralization reform: to the problem organization of the service in local self-government organ in Ukraine

Abstract
The article deals with the main problems of normative regulation and actual passing of service in local self-government organs. Based on these, the author recommends changing approaches to determining the qualification requirements for entry into service, changing the form and content of vocational training and advanced training among employees, as well as a system of material support.
