Conceptual approaches to the evaluation of socio-economic efficiency of road passenger transport sector

Abstract
Prelude: Mechanism of the passenger motor vehicle is a complex socio-economic and infrastructural component in the system of state regulation of the transport sector of the country. The aim of the social component of state regulation of road passenger transport sector is to harmonize private interests and humanize relations associated with the provision of relevant services road passenger transport population. In an unstable macroeconomic environment deserves special attention of scientific and methodological support evaluation system of socio-economic efficiency of road passenger transport sector. Purpose: Passenger motor transport complex is a real entity and full financial, economic and social relations in the national economy. Passenger motor transport complex in terms of transformation requires a modern methodological support for its regulation. Therefore, the purpose of the article is to develop conceptual approaches to evaluating socio-economic efficiency of road passenger transport complex. Methods: Methodological and information is the foundation of scientific papers, periodicals materials, the resources of the Internet. The paper used methods: morphological semantic analysis and synthesis, dual approach of formalizing and organizing, graphic. Results: The conceptual approaches to evaluating socio-economic efficiency of road passenger transport complex. The principles of social and economic efficiency of road passenger transport sector. The methodological approach to the determination of the state social welfare in the context of road passenger transport sector. A definition of the basic socio-economic performance of road passenger transport sector. Investigated segment components of state regulation of social innovation and investment orientation of road passenger transport sector. Presents the scientific approach to evaluating the effectiveness of the process of innovation and investment in the transport sector. An indicative for passenger motor transport complex. Discussion: In recent years the system of state regulation segment component of the national economy has developed sufficient levels of assessment methodologies transport infrastructure, macroeconomic environment, which provides a system of state regulation and a sufficient level of functionality of the transport sector of the country. The proposed conceptual position to the evaluation of socio-economic efficiency of road passenger transport sector will provide methodological support state regulation of the industry of the national economy in an unstable internal and external environment. Meeting the needs of society in the quality of passenger road transport is of great socio-economic importance to the national economy. Suffice developed transportation system is one of the strategic factors meet social and economic needs of society and a prerequisite for the effective development of the national economic complex. Significant role in the activities of road passenger transport sector plays an effective implementation of the state transport policy, which is implemented through regulatory and normative and technical support, improve governance and regulation in relations and activities of road passenger transport complex.
