Conceptual bases of understanding of labour market security essence and conditions of its formation

Abstract
In the article the notion of the labor market security is researched and the conditions of its formation from the point of the peculiarities of the modern dynamics of economic development and the employment system's transformation resulted by these processes are described. The purpose of the work is to determine the content and conditions of the labor market security formation according to modern theoretical and methodological approaches. It has been established that the main condition of labor market security is the opportunities' formation for activities that ensure adequate income generation, or the situation in which the offer and demand balancing in the labor market is achieved. The distribution of unemployment with the mandatory consideration of its long-term form, as well as the consequences by that, is defined as the main threat to the labor market security. In conditions of the changes' inevitability in labor force activity during the lifetime and the growth of employment's instability under influence of destabilizing factors the ensuring of the labor market security requires the expansion of collective and contractual regulation's content and the development of appropriate social insurance. The generalization of theoretical approaches for definition of the labor market security and the its formation's conditions can consider that as the system, the main elements of which are the institutional environment and an appropriate mechanism for its implementation, that are intended to ensure the risks' avoidance in the field of employment and provide wide opportunities for the work activities' development of in the conditions of obtaining sufficient income both during working life and after retirement, as well as guaranteeing the various types of employee's mobility security in the course of the labor market's instability increasing and the employment relations 'transformation.
