CONCEPTUAL BASIS OF DECENTRALIZATION SECURITY AUTHORITIES ATMOSPHERIC AIR AND BALANCING RELATED TO THE ENVIRONMENTAL AND ECONOMIC INTERESTS

Abstract
The public participation in decision-making process in the field of air protection is researched. It was identified that at the moment the vast majority of ecological decisions are elaborated and introduced by the Government of Ukraine, what excludes communitiesconcerned from settlement of relevant issues. Recent tendencies in the world-leading countries clearly indicate the increase in amount of powers transferred to the local self-government so as to handle different ecological matters. The author advances an air protection model enabling business and local self-government to strike a proper balance between ecological and economic interests through the political dialog, simultaneously safeguarding universal right to a healthy environment.
