CONCEPTUAL FEATURES OF THE COMMUNICATIVE PROCESS BETWEEN POLITICAL PARTIES AND SOCIETY

Abstract

The research relevance. A continuous connection between all state structural elements is matters for a full and stable functioning of any state. Particular attention should be paid to the process of communication between the political system and society. Political parties and citizens play the most significant role in such process as those, who belong to the most important and interconnected entities of the political system. The first entity largely determines the nature and direction of the political process, strategy and tactics of the struggle for power, its maintenance, and political stability of society. The second entity has clearly defined rights and obligations, individually expressed social features, and a political position. It understands its social function and realizes itself as an active participant in the political process. Citizens unite in socio-political formations, – political parties, movements and public organizations, – acting as the subject of policy at the institutional level to meet their social interests and needs. Therefore, the current study of the conceptual features of the communicative process between political parties and society is relevant and progressive, given the rapid development of information technologies and the dynamic nature of the political process. The purpose of the study includes the followings: to consider the core theoretical aspects of the «political communication» concept, to determine the principle entities of the communicative process, to analyze the basic channels of communication between political parties and society, and to define useful and perspective types of communication for political parties as subjects of the political process. Methodology. In scopes of the research, the author used such scientific methods as observation, comparison, analysis, modeling, induction and deduction, as well as systemic and structural-activity approach. Conclusions. Political communication plays a special role in the socio-political life of any state. It is an obligatory element of the political system, since it unites all components of the political sphere of society and structures them. Through direct and indirect channels of communication, political parties and movements constantly connect with the public, study electoral mood, identify the urgent problems and ways of their solution, receive the necessary recommendations for their practical activities, and formulate the correct program goals and objectives. Mentioned aspects are substantial enough not only during the election campaign (when each political force tries to fulfill its tactical goals by rapidly implementing numerous projects to show its activity and gain electorate support), but also in the inter-election period, when high-quality and socially-oriented activity of political parties is the most visible and useful for citizens. At the same time, a party aims to achieve strategic purposes, which fulfillment can turn into a major victory in the future. Results of the scientific research. The author consider that one more substantial and perspective channel of political communication, – public reception rooms, which operate on a permanent basis, – deserves special attention and detailed study in addition to the explored direct and indirect channels of communication. As a rule, employees of public reception offices enlighten on the party’s activities, provide comments and explanations concerning the work of deputies, and deal with legal aid. Many parties with a clear organizational structure separate the public reception offices as a special institution, section or department. Thus, direct and real communication with citizens is highly appreciated in the communicative process between the party and society because this way it is possible to hear the most acute and painful problems and to receive valuable advice and perspective recommendations for political activity.
