CONCEPTUAL FUNDAMENTALS OF PARLIAMENTARISM FORMATION AS A POLITICAL AND LEGAL PHENOMENON

Abstract
In this article the author notes, firstly, the parliamentarism as the political and legal phenomenon has already centuries-old history; secondly, the state construction of the Russian Federation has begun and continued on the principles of parliamentarism; thirdly, the federalism as the principle of state structure is the factor causing two-level legislation – the legislation of federation and the legislation of sub-federal units that, certainly, rest special responsibility on territorial subjects for own lawmaking and adoption of the laws directed to effective regulation of the public relations in the territory of the region.
