Conceptual grounds of formation of the mechanisms of public administration in the sphere of social and economic security of Ukraine

Abstract
The conceptual grounds of the formation of legal and organizational mechanisms of state administration in the sphere of social and economic security are analyzed in the article. The principles, methods and peculiarities of its implementation are clarified. The directions of improvement these mechanisms from the point of view of building and ensuring social and economic development are definited. These directions are provided of the formation of a public identity of the Ukrainian population and guaranteeing a decent standard of living. Consequently, the main directions of securing Ukraine’s socioeconomic security, defined in the framework of its state policy, should not, in their essence, contain declarative strategies and concepts, which consist of commitments to achieve significant results in terms of binding to a certain period of implementation. They should ask a certain vector for the efforts of the state and the institutions of society in solving this task. We believe that specific state measures to ensure socioeconomic security should be based on the conceptual provisions outlined in the article. Based on the current requirements, we believe that the concept of state policy in the field of socioeconomic security should, for example, not restrict immigration and conduct various kinds of protective measures, but ensure the integration of migrants into the society. The regulatory efforts of the state should be directed towards the development of effective organizational and legal mechanisms of state administration in the sphere of socioeconomic security, as well as on the formation of the civic identity of its own population, instead of focusing on ethnic differences and ensuring a decent standard of living.
