New approaches of improving access to electronic informational resources of state’s power bodies

Abstract
State bodies’ web sites have different structure of information arrangement and design, so it can cause frustration for user to find whatever they need on a web site or get any public service online. Taking in account that more and more information users get online, for example using the state bodies’ web sites, so lack of the state bodies’ web sites unification may lead for unneeded time consuming during that activities. To propose the approaches of improving the arrangement of information on the state bodies’ web sites on the previous research basis. Substantiate the expedience of the ways of improving access to electronic informational resources of state’s power bodies. According to the methodology of the Institute of civil society the informational openness of the Kherson, Lviv, Dnipropetrovsk and Kyiv state’s power bodies web sites were analyzed. The main issues are connected with improper presentation of the open data sets, lack of the search by documents functionality and adaptability, absence of web-forums and Web-conferences. Analysis of the information arrangement structure on the state bodies’ web sites has shown that different web sites have different structure and it cause frustration for user to get required information so introduction of the unified web sites structure can solve it. Regarding significance of the adaptive interfaces due to the mobile devices market growth for the last five years introduction of the adaptive state bodies’ web-sites interfaces should be taken into account. Information is usually presented on the state bodies’ web sites either in the form of text or document that is why introduction of the search functionality by text and by documents should be regarded. Public communication is an essential part of states power bodies’ functioning that can be presented either in the form of web conferences or online discussions. The approaches of improving the arrangement of information on the state’s power body web sites such as introduction of the unified state bodies’ web-sites structure, applying of state bodies’ web-sites adaptive interfaces, introduction of the search systems by contents and documents, web-conferences and on line discussions conducting were proposed and substantiated.
