Mechanisms of information control for the prevention of threats during multimodal transport

Abstract
It was established that the organizational mechanism of information transfer to the necessary links of the supply chain should ensure the security of the information flow, which consists in the completeness, reliability, timeliness and efficiency of the receipt of information to their own and involved participants in the movement of goods. At the same time, the control function of the multimodal transport operator in ensuring the security of the information flow consists in the prompt receipt of information from all participants of the movement of goods by the links of the supply chain. The necessity of development and introduction into practice of transportation of cargoes of the electronic form of necessary documents, including contracts of carriage by different types of transport, as well as goods and permits, is proved. An analysis of the implementation of the provisions of the Customs Code of Ukraine was made. The conclusion is made that the issues of modern information provision of foreign economic activity for goods transported by various modes of transport are not ensured. It was emphasized that the security of the information flow, the state of which is one of the key elements in ensuring the economic security of foreign trade, requires additional research, the formation of an implementation plan, the practical development of electronic forms, the procedures for their filling and use. The expediency in determining the sources of external threats to the information flow is drawn attention to the reliability of information documents transmitted to the operator of multimodal transportation by the consignor and may contain sources of generation of threats. The necessity of protecting the system of price formation for multimodal transportation of goods and the set of services provided for ensuring the movement of goods by certain links of the supply chain is emphasized. The analysis of safety system of the operator of multimodal transportations is carried out, where an important component of the information security subsystem of the organization and the implementation of multimodal movement of goods. In the context of securing information flow during the organization and imple mentation of multimodal transport of goods, the operator’s security system should also take into account the protection of communication channels from unauthorized access, which may also pose threats to the procedures for the carriage of goods. It has been proved that in the case of multimodal transport of goods, when the links of the supply chain can be located in the territories (jurisdiction) of different countries, the multimodal operator should determine the procedures for accessing the participants of the movement of goods to the information taking into account the norms of the national legislation of all countries that are in the route of cargo transportation. In addition, the “targeting” of information and the system of access to information should exclude excessive and non-targeted replication of information flow of information.
