Information and analytical provision of activities of public administration bodies

Abstract
The article investigates approaches to the definition of the term “informational and analytical support”. By systematizing different interpretations of the term, it is proposed, under the “information and analytical support” of the activities of government authorities, to understand the complex of measures for the collection, processing and use of information necessary to perform functions and tasks entrusted to the bodies of government administration. There is identified the elements of informational and analytical support: information level and analytical. It is proved that information technologies are a necessary component for the government to implement managerial functions. The foreign experience of implementing information technologies in public administration has been analyzed. An analysis by the World Economic Forum shows that Finland, Estonia, Denmark, Spain, Sweden are leaders in the implementation of information technology in public administration. The views of stakeholders in the public sector point to the need to refrain from focusing on productivity and internal efficiency processes (a new public administration model) on building a public sector environment, where these results are merely a means to achieve the goal. The reason for this is financial stability, increased availability of open data and digital services in these countries, the active introduction of e-government, which is confirmed by an increase in the level of public confidence in the government. The main problem of the government lies in the fact that the basic skills and systems needed in the era of globalization are far from the existing state systems and rules. Most governments are struggling with outdated databases that are incompatible with each other and work against any type of data sharing or data management An analysis of the domestic state of information and analytical support for the activities of state administration bodies suggests that the information and analytical support of Ukraine is in the stage of its formation and is experiencing serious difficulties connected with the lack of the required number of qualified specialists, the latest information technologies and the insufficiently systematized methodological base of analytical researches. In order to increase the efficiency of the state authorities and socio-economic development of Ukraine, training of qualified specialists in information and analytical activities for work in the information society is necessary; introduction of e-governance.
