Abstract

The terrorist activity, in all its complexity, stands to the attention of the international community for a long time. The rise of social danger because of terrorism and terrorist-related manifestations has forced the international structures to develop clear and precise regulations that would help to prevent and combat the terrorist phenomenon. In this respect, it is worth mentioning several international and regional conventions that regulate various aspects of terrorism combating. After the adoption of international normative acts in the matter, it has become necessary to amend and supplement the national legislation. Thus, in the Republic of Moldova, in the scope of adherence to international conventions and treaties on prevention and combating terrorism, there have been made some important adjustments to the criminal legislation. Respectively, the Criminal Code was amended by the article 13411, entitled “Crimes of a terrorist character”, which contains an exhaustive list of criminal activities attributed to this category. In addition, the Law on Preventing and Combating Terrorism was adopted, which contains important provisions for the detailed regulation of the activity of preventing and combating terrorism and several important notions in this field. This article attempts to identify and systematize the common traits of terrorist offenses and suggest a corresponding notion of them. We believe that the achievement of the proposed objective can have a positive effect both in terms of theoretical perception of the terrorist crimes nature and the elaboration of effective measures for preventing and combating them.
