CONCEPTULIZATION OF APPROACHES TO CONFIGURING OF SYSTEM OF INNOVATIVE ENVIRONMENT OF DEVELOPMENT OF ECONOMY

Abstract
Purpose. Work out of recommendations on configuring of system of innovative environment as important condition of development of economy. Methodology of research. Information base for research includes domestic and foreign researchers’ findings which are published in monographs and periodicals. Such methods as logical generalization and comparative analysis (the imagination of concept of such scientific category as «innovative environment» is represented, analyzed and characterized in the research by the help of these methods), semantic analysis (to research the semantic load of the concept of «innovative environment», which is proposed by leading researchers, by component evaluation of words and phrases, their frequency and order), systematic approach (aimed to forming of general methodological provisions which are necessity to configure a model of the system of innovative environment of development of economy), graphical, which consist of a «tree of goals», systematic and synergetic approach to configure a model of the system of innovative environment of development of economy (to demonstrate results of using of systematic approach), are used in the process of researching. Findings. There is proved, that the multiplicity of approaches to defining of the concept of «innovative environment» is caused by absence of systematic approach to management on the all levels of economic impact. Subjective and territorial, and functional and processable approaches are determined by critical analysis of researches and analysis of existing definitions of concept of «innovative environment». Besides, critical analysis of researches and analysis of existing definitions of concept of «innovative environment» allowed considering, that the important issues on determining of definition include differences in the structure, but not in the content. Practical measures on creation of systematic conditions of creating an added value to achieve the synergetic effect and balanced economic increasing of Ukraine are proposed in the research. Originality. Characteristic signs of scientific category of «innovative environment» are determined. Methodological provisions of using of systematic and synergetic approach to configure the model of system of innovative environment of development of economy are proposed. Advantages of using of systematic and synergetic approach to configure the model of system of innovative environment of development of economy are proved. Practical value. The findings could be used to work out recommendations on configure an appropriative system of innovative environment on macro, mezzo, micro levels, and to create comprehensive methodologies of estimating the level of development of its elements.
