CONCERNING SOME TENDENCIES OF FORMING PUBLIC ADMINISTRATION OF SAFE ENVIRONMENT FOR THE UKRAINIAN POPULATION BY THE SUBJECTS

Abstract
The article deals with the problems of the relation of private and public interests in the sphere of formation of a safe environment in Ukraine. The role of public administration entities in this process is defined. The necessity of administrative and legal regulation of the process of ensuring the security of the population at the level of executive authorities and local government is argued. In particular, it is emphasized on the need to introduce separate ways of reforming the Ministry of Internal Affairs of Ukraine, which envisage introduction of crime prevention programs through the planning of territories, and implementation of various development strategies by the local government (“Bezpechne misto”, “Rozumne misto”, etc.). An important aspect in forming of a safe environment, the tendencies of promoting the self-organization of community members, involving the public in the formation of a zone of comfort for the population are determined.
