Constitutional and legal bases of creation and activity of local authorities of the USSR in the early 1920 s.

Abstract
The constitutional and legal bases of creation and activities of local authorities of the USSR in the early 1920s are analyzed by the article. It studies the system of local organs of Soviet power under the Constitution of the Ukrainian SSR in 1919. It is proved that the Constitution of the USSR of 1919 in terms of organization of local government and electoral law was imperfect, declarative, and failed to address the problems associated with the formation of local councils.
