Constitutional principles and international standards of scientific activity: problems of reception in Ukraine in the context of foreign experience

Abstract

Including in the scientific community of the EU provide a significant amount of the benefits. It requires the implementation of a set of high standards of quality of scientific activity, to achieve which Ukraine is currently directing all its intellectual efforts. There is another not so clear conclusion: if our state reaches its goal, it can become a «point of non-return». Because the close relationship of the scientific community in the EU forms practically «the only organism », for the sake of the efficiency of work requires coherence . Therefore, before integrating into the EU scientific community, Ukraine needs to study in detail the standards and principles of organizational and legal construction of scientific activities in order to ensure its organic inclusion and benefit from such cooperation. One of the topical problems of reforming Ukrainian science lies in the axiological plane. The scientific community of the EU is building its reform policy, considering the principles of science improvement as a way for organizational transformations that will contribute to the achievement of specific high-quality results. In Ukraine, however, they remain for a long time in declarations in view of the desperate efforts of some representatives of the government and the scientific community to maintain the status quo of the current organizational structure, which blocks the path to meaningful shifts. It has been established that the principles and standards of scientific activity are very closely related to the policy in the relevant field, and therefore the scientific community should make maximum efforts and involve all mechanisms of civil society in order to preserve the sustainability of those that will direct the national science to a truly high-quality level, which don`t depending on the change of political orientations. The guideline for the development of domestic principles and standards of scientific activity should be international principles, which according to the direction of their influence can be divided into the requirements of the virtue of the representatives of science and the quality of the scientific process, which may include including the educational process.
