CRITERION APPROACH TO THE FORMATION OF MARITIME TRANSPORT UNIVERSITIES STUDENTS’ PROFESSIONAL COMMUNICATION SKILLS IN A FOREIGN LANGUAGE

Abstract
Special attention is paid to the training problem of future specialists in the sphere of maritime transport, for- mation of their professional communication skills in using a foreign language in the article, the designated skills playing a great role in obtaining competence within their professional sphere. It is the knowledge of the English lan- guage, recognized by international regulatory documents as the language of communication at sea, that becomes a mandatory requirement for seafarers, contributing to their mobility and competitiveness at the labour market. The specification of the optimal amount of the purely “marine” English language vocabulary of a competent specialist, the determination of professionally-oriented communication effectiveness, extent clarification of achievement of the productive speech activities in speaking and writing, assurance of safety navigation at sea, for- mation of foreign language communicative competence of the future maritime fleet specialists as well as determina- tion of the characteristics of the English language training targeted for the cadets of maritime specialities are associ- ated with the criteria-based approach. The criteria indicating the maritime transport universities students’ formation of professional communication skills in a foreign language at the bachelor level in the light of Manila amendments to the International STCW Convention require more complete designation. The aim of the article is substantiation of the constructive criteria-based approach to the determination of the formation degree of professional communication skills by means of a foreign language demonstrated by the students of maritime transport higher educational institution. The author focuses on the evaluation of skills quality demon- strated by the maritime transport specialists in professional communication by means of a foreign language on the basis of certain criteria, taking into consideration the diversity of professional functions. For example, for officers in charge of a navigational watch they are the necessary and sufficient knowledge of English to use charts and other nautical publications, to understand meteorological information and messages concerning ship’s safety and opera- tion, to communicate with other ships, coast stations and to perform the officer’s duties in a multilingual crew. Un- der sufficient they basically mean B2 (Advanced) level of independent user. The criteria-based approach should consider the guidelines presented in nautical publications and messages in English regarding the safety of the ship (their correct interpretation, manifestation and good understanding of the links between them). The knowledge of Maritime English in oral and written forms alongside with the IMO (International Maritime Organization) Standard Marine Communication Phrases obtains particular relevance. The concepts of “criterion” as a measure which is the basis for determining evaluation of an object or phenome- non, a characteristic taken as the foundation of the classifications, and “qualification” as “the embodiment of a cer- tain quality” are the basic ones within the study. To ensure measurability and gradation, qualification comprises a wide variety of results of formal, non-formal, informal learning both in the educational system and beyond it and is described in terms of learning outcomes which are expressed through competences (person’s realizable abilities). Taking into account educational and professional requirements, the criteria of professional communication of marine transport specialists are examined in the article; the basic criteria initiated by employers on formation of pro- fessional communication skills in a foreign language are classified to correspond to the low, medium and high lev- els; the motivational, professional, socio-cultural, strategic criteria, the criteria for lexical and grammatical correct- ness as well as communicative skills are proved to be fully grounded.
