“Customs transit”: essence and content

Abstract
The work is devoted to the definition of the essence, problems and content of the customs-legal concept “customs transit”. Historical and theoretical approaches for its definition are offered. The preconditions for the further development of the legal definition of the concept of “customs transit”. During the study of such a concept as “transit” in the national customs legislation, deficiencies of normative activity were discovered that could lead to misunderstanding of the term and lead to mistakes in law enforcement activities. The study of the genesis of the concept of “transit” in international law was conducted. In all analyzed international regulatory acts, the WMO customs term “Customs Regime” is a customs procedure under which goods are moved under customs control from one customs authority to another.
