ДЕЦЕНТРАЛІЗАЦІЯ УПРАВЛІННЯ СФЕРОЮ ОСВІТИ ЯК ЗАСІБ УСУНЕННЯ КОРУПЦІОГЕННИХ ЧИННИКІВ

Abstract
The article is sanctified to research of question inrelation to the measures of removal of corruption factors in the field of education. Decentralization of management in this industry is determined as one of the fixed assets of their removal. In addition, in the process of work the analysis offorms of management of education spheres comes true in foreign countries, namely: in France, Germany, Poland, Switzerland, Republic of peoples of China and Indium as a result of that it is possible to assert about expedience of borrowing of constituents of these state case that will allow to promote the level of educational industry and to provide effective results in this direction frames. As a result of creation of the system of educational districts for example of the developed countries, input of them at legislative level, -the concentration of considerable part of plenary powers of the state at the level of such district will allow to take into account regional interests and features on the stage of forming of public educational policy. A decentralizing case frame envisages not only dispersal of power but also her effective distribution, determination of role of central, regional and local government bodies and organization of the proper management, adjusting of questions of disproportion, removal of inequality between regions, that, in tur, assists transparency, accountability and respectability of public power and civil society. As known,totality of just the same circumstances is able to result in the decline of level of corruption
