DECENTRALIZATION AS A DETERMINANT OF THE NEW REGIONALISM FORMATION IN UKRAINE

Abstract
The article examines decentralization as the determinant of a new regionalism formation in Ukraine, which is expanding the authority at the regional level and facilitates more rational use of resources and potential opportunities of regional economic systems. The essence of the "decentralization" concept is clarified. It is substantiated that under the decentralization necessary to understand the transferring process of a certain part of state public authority, functions of central government to executive authorities of administrative-territorial units, territorial communities through a system of organizational and managerial measures in order to optimize and increase the efficiency of management, using of limited regional and local budget resources, etc. It was found that decentralization will lead to more efficient use of resources and potential regional economic systems.
