DECENTRALIZATION AS AN INSTRUMENT OF THE STATE POLICY FOR SUSTAINABLE DEVELOPMENT OF TERRITORIES

Abstract
The place and role of the decentralization reform in implementing the state policy of sustainable development of the territories is well-grounded. The distribution of powers between different levels of local self-government is analyzed, the sources of the formation of the resource base of territorial communities in the conditions of decentralization. The problematic moments in the process of realization of the reform and the possibilities of sustainable development of territorial communities are presented.
