ДЕРЕВО МОДЕЛЕЙ УПРАВЛІННЯ ГРОШОВИМИ ПОТОКАМИ ТЕРИТОРІАЛЬНОЇ ГРОМАДИ

Abstract
L. Goroshkova, V. Volkov, G. Kovalenko. Tree of models of money flows management of a territorial community. In work the tree of models in management of money flows of territorial communities is constructed with the purpose of creation of the mechanism, which will allow to make territorial communities economically itself sufficient and financial capable. The basic attention is given to such models: Baumol, Baumol-Тоbin, Оrden-Sundrem, Miller-Оrr. Is shown, that the differences between them consist in different definition and mathematical formalization of processes of receipt and expenses of money, system of restrictions, which are necessary for taking into account. But general for them there is that in all models the essential meaning(importance) is removed(allocated) not only money, and share component of the financial market, as to a source of reception of the incomes. Is proved, that it is expedient to use the specified models, during management of financial resources of a territorial community. On the basis of the carried out analysis the conclusion is made, that logistic of model can be applied not only to storekeeping material resources, but also rationally use during construction of optimum model management of financial resources of a territorial community. Is proved, that the constraining factor concerning management of the finance of a territorial community is not a sufficient level of development of the market of valuable papers. The management of the share market in a direction of expansion of opportunities functioning in this market of territorial communities will get rid of lack probably under condition of improvement of working system. Is shown, that the models can be effective under condition of their use during management of financial resources in the short-term period (within budget year). Expedient there is also management of financial resources of a community on bases budgeting, instead of traditional financial planning. That is budget of a territorial community due to be flexible, it can be corrected within calendar year. Surplus or lack of financial resources (deficiency or proficiency) owe correcting mobility. Only under such circumstances, it is possible to ensure financial stability in development of a territorial community.
