ДЕЗІНТЕГРОВАНІСТЬ ЯК ФАКТОР СИСТЕМНОЇ НЕЕФЕКТИВНОСТІ ГОСПОДАРСТВ НАСЕЛЕННЯ В АГРАРНОМУ СЕКТОРІ ЕКОНОМІКИ УКРАЇНИ

Abstract
A.A. Gutorov. Desintegratedness as a factor of the households’ system inefficiency in the agrarian sector of the Ukraine’s economy. During the land and agrarian reforms, large state agricultural enterprises were reformed, the existing intereconomic links were broken, and complete grocery subcomplexes of agrarian and industrial complex were desintegrated. Small agricultural producers are not able to compete with large agro-industrial formations, therefore are focused mainly on self-sufficiency and a survival. The subject of research is the scientific and applied aspects of formation system for increasing efficiency of the households in the agrarian sector of the economy. A research objective is to analyze the desintegratedness factor within the system of the households’ inefficiency in the agrarian sector of the economy. Methodological research basis is the dialectic method of knowledge, the system approach to studying reasons of the households’ inefficiency formation, economic theory’s fundamental positions and the groundwork of scientists. In its process the methods as abstract-logic, historical, theoretical generalization, system analysis, synthesis, monographic were applied. Results of research. The genesis and stages of households’ development in the agrarian sector of the Ukraine’s economy is analysed. Their role, place and efficiency in comparison with the agricultural enterprises is defined. It is argued that substitution of the functional aim for sustainable development based on so-called socioeconomic reconstruction, sat down at initial parameters of the system of management, in the conditions of market integration will lead to a bigger degradation not only by households, but agricultural enterprises; it will promote decapitalization of agriculture and decrease its economic efficiency, competitiveness in the world agrarian markets. We proved that effective development of households and small farms essentially depends on their integration relations with the large-commodity agricultural and processing enterprises, which represent interrelation, mutual understanding, close dependence between them that demonstrates unity and continuity of communications in the course of providing the population with products and the income, implementation by them of others functions, economic and socially important for the state. Moreover, in view of long-term international and domestic experience, the solution of problems of increasing households’ efficiency and stability seems us by their technical and technological reequipment, carrying out a complex of educational and consultative actions inside the rural areas, creations of conditions for restoration and establishing new integration, intereconomic links and relations. Sphere of results application. The received results supplement the theoretical and methodological basis of research the system of households’ efficiency factors in the agrarian sector of the economy. In total, they are applicable when developing new and updating the existing programs of development of the agrarian sector of the economy and the rural areas in Ukraine Keywords: integration relations, households, disintegration, efficiency, agrarian sector of economy.
