ЕКОНОМІЧНА ОЦІНКА ІННОВАЦІЙНОГО ПОТЕНЦІАЛУ АГРАРНОГО СЕКТОРУ РЕГІОНІВ УКРАЇНИ

Abstract
Gnatenko E.Y. Economic evaluation of the innovative potencal of the agrarian sector of the regions of Ukraine. The article considers the main aspects of the concept of innovation potential and its structure. The main purpose of the article is to research and analyzed the most effective method for assessing the innovative potential of the agrarian sector of the regions of Ukraine and apply it for analysis. Research shows, that among all methods of estimating the innovative potential of the agrarian sector of Ukraine the most appropriate method is the method of cluster analysis, the results of which will provide more information about the affinity of innovation-active regions within the cluster and identify the differences and priority directions of development for each cluster. This will allow to identify and combine regions characterized by different levels of innovative potential of the agrarian sphere and to identify those that will be the most potentially innovative. The basic point in conducting an assessment of the innovative potential of the agrarian sector of Ukraine by cluster analysis is the choice of a system of qualitative and quantitative indicators, R&D expenditure structure, human resources and intellectual potential, perspective needs of the economic system of the branch in innovation activity, compliance of innovation potential with the innovative needs of the socio-economic system, the prospects of the industry in the further growth of its innovative activity, competitive advantages and consolidating the positions of the domestic agrarian sector and the state in the world community. Also, an important feature of the implementation of cluster analysis is the choice of methods for conducting it, among which should be highlighted a hierarchical method and the K-mid. The results obtained in the article will provide an opportunity for leaders of different levels of government to find out the strengths and weaknesses of the modern innovative component of agriculture in Ukraine and to clearly direct the formation of the model of innovative agricultural provision within the most innovative cluster and to ensure its sustainable development.
