ДО ПРОБЛЕМИ ТРАНСФОРМАЦІЇ ШАХТНОГО ФОНДУ УКРАЇНИ

Abstract
The instability and the consequences of the destruction of the infrastructure of Donbass always make their own adjustments to the level of costs for the restoration of this part of Ukraine. Particularly important should recognize the need to improve the environmental situation in the coal-producing regions due to recycling of mines and concentrators. The most important role in the implementation of such complex policy problems plays a nonbudgetary support unprofitable coal enterprises by assessing their potential. In this context, it is an opportunity to certain coal production volume and achieve break-even. But in terms of the state support of unprofitable mines and has not been given to the action mechanism of reducing production costs. Continues to operate and is still argument - the more the cost of production of 1 ton, the more subsidies from the budget. The energy policies continue to emphasize that state financial support is indispensable for the proper functioning of the domestic coal industry in its current condition. However, the task of balancing the power of unprofitable mines should be considered from the perspective of improving the living standards of people living in problematic from the point of view of jobs and environmental regions of Donbass. The proposed approach to the formation of the state of unprofitable coal enterprises management mechanism manufacturing capacity demonstrates the necessity of study and research of dynamic characteristics of the mines under the influence of the power change and external disasters, price and investment pіdderzhki level. An important role is played by the change in size, structure and level of promotion of the diversification of products in the relevant markets of the country.
