Dzieci i młodzież w UE – dyskryminowana generacja?

Abstract
In the article, I recalled the structural concept of childhood formulated in the 1990s by Jens Qvertrup and collaborators, according to which childhood comprises a stable segment of the social structure, staying in relations to another established segment of the structure- the adults. According to this concept, in contemporary societies children and youth as a collective element of a social structure are discriminated – in comparison to adults – in access to resources and to opportunities to fulfill their needs. Using Eurostat data I checked whether the concept could be confirmed empirically for a supra-national society, which is European Union. I perceive European Union as a politicaleconomic macrostructure consisting of various generations, which, in turn, are its stable structural elements. The institutions of European Union are of first-rank importance when it comes to giving priority to the question of the youth’s living conditions and when it comes to making the member states act for its improvement. I indicated political initiatives taken in the EU in this respect. Analyzing such indicators as: at – risk of poverty rate, persistent poverty rate, at – risk of poverty or social exclusion rate, deep material deprivation and deprivation of housing needs for the generation of 0–17 years olds and for the generation of adults in the EU–27, I make a statement that there is empirical evidence for structural concept of childhood in the 21st century. At the same time, I pointed at differentiation within the generation of “adults”, where the youngest (18–24 years old) were, in 2012, more endangered by poverty than children.
