E-learning as a tool of public service professionalization

Abstract
The paper is dedicated to investigation of the issue of e-learning development as a tool for professionalization of public service on the basis of Smart-technologies. The research studies of the national scientists and legal framework on this issue are analysed. The es- sence and differences of electronic and distance learning, types of educational Smart-tech- nologies are discovered. The directions for e-learning development are defined and pro- posals for concept of e-learning development for public servants are made on the basis of Smart-technologies for their continuing education.
