Earl S. Vitte about construction of strategic railways

Abstract
The article highlights the views S. Vitte regarding important strategic considerations on the construction of railways in the Russian Empire. With the expansion of the railway network and the transformation of the railways in the organic part of the domestic economy, it became clear the importance of financial aspects of Railway exploitation. That issues of railway operation resulted in the problem of individual freedom in its relations with the practice of state management of the economy. At this time sharpened the need for research of possibilities and limits of government intervention in economic life. History says that today these problems again become extremely urgency. Like more than a hundred years ago, there are tough disputes and clashes diverse interests and positions. Therefore encyclopaedic in content views of S. Vitte today as interest for economists, and for sociologists, philosophers, science scholars and of course the rail workers. Closely acquainted with the book of S. Vitte «Principles of railway tariffs for transportation of goods» (1883) we see how similar the ways of socio-economic ideas are in the nineteenth century, economic practices, which experienced the Ukrainian economy in the last years of the twentieth and early decades of twenty-first century . Many judgments of S. Vitte did not lose their scientific and theoretical significance to the present day, and in this aspect turned out prophetic. It is perfectly clear from scientific works of S. Vitte. One of his articles is the article «General Fadeev views on important strategic considerations on the construction of railways in Russia» (1883). Detailed analysis of the work is the subject of our article.
