ECOLOGICAL EVALUATION: SCIENTIFIC AND LEGAL ASPECTS

Abstract
The work analyzes the legal characteristics of ecological assessment as a collection of concepts, which reflects the complex of issues related to its purpose and tasks within the framework of the implementation of environmental policy and environmental rights of citizens. It is proposed to consider environmental assessment as an objective and subjective category, as a system of legal norms, as a type of legal relationship, as a complex function of environmental management. Possible stages of the environmental assessment procedure are considered, which include public hearings, evaluation of evaluation materials, decision making on the conformity of planned activities, decision making on the issuance of a grant for carrying out the planned activity, information about the conducted assessment, monitoring and monitoring compliance with permit requirements, etc.
