Ecological programs realization in Ukraine

Abstract
The article analyses the state of the Budget programs realization in Ukraine for the period of 2009−2012. The level of fulfillment of current state special-purpose programs initiated by the Ministry of Ecology and Natural Resources of Ukraine is determined. The structure of distribution of the state special-purpose programs having ecological component among the deportments is introduced. The author proves that lack of financing is not the main reason of low efficiency of the state programs realization. У статті проаналізовано стан виконання бюджетних програм в Україні за період з 2009 р. по 2012 р. Встановлено ступінь реалізації діючих у досліджуваний період державних цільових програм, ініційованих Міністерством екології та природних ресурсів України. Наведено структуру розподілу державних цільових програм, що мають екологічну складову за відомствами. Доведено, що брак фінансування не є основною причиною низької ефективності реалізації державних програм.
