Efficiency and improvement directions of the legal regulation of the program «Twinning» in Ukraine.

Abstract
This article presents the sense and components of the notion of the instrument for institutional development «Twinning». Efficient directions in implementing this program in Ukraine are studied on the basis of reports of the Centre for adaptation of the State Service to the standards of the European Union and national laws. The problematic issues in Twinning projects are analyzed, and the author offers some possible ways for their resolving or improvement of a current situation at the legislative and practical levels.
