ELECTIONS UNDER COOMBS RULE: FEATURES, ADVANTAGES AND DISADVANTAGES

Abstract

Ukraine is still looking for the best model of electoral system. The most popular and the simplest systems were used, but all of them did not produce expected outcomes. Politicians, scientists and civic society are not satisfied with the previous attempts of electoral design in Ukraine. The range of probable solutions should be extended to find the right one. This article is devoted to one of these hardly known solutions – Coombs rule. Both Ukrainian and foreign researches in political science do not pay attention to Coombs rule. The papers on this electoral system are very rare, and it is better known in the social choice theory and psychology, than in political sci-ence. The system is really complicated both in classic variant and in single transferable vote modification. The proce-dures of voting and counting are difficult and long. Coombs rule makes serious pressure on the electoral bodies. The most important electoral paradoxes cannot be avoided with the help of this electoral system. And it should be mentioned and stressed, that Coombs rule tends to spread the strategic voting among the voters. All these facts explain why this electoral system has no any use at mass elections. Coombs rule has also some important advantages. It reduces the costs of elections and creates incentives for politi-cal parties to cooperate during electoral campaigns rather than produce conflicts. But far more important, that this electoral system potentially strengthens positions of the centrist parties. Both left and right radicals will have less pow-er in representative bodies under this system in theory. But practical perspectives of the system require further re-searches. It would be especially useful to analyze possible effects of the elections under Coombs rule using data from previous Ukrainian elections. Such analysis can help to understand whether and how Coombs rule should be used in Ukraine.
